Gewinnansprüchen belastet: Die Wirtschaft muss insgesamt wachsen,
Not aus (306 f.).
People with little purchasing power must spend
all of it on consumption; people with much purchasing power spend an
ever smaller share of income on consumer goods. The more massive
inequality is, the lower total consumer demand turns out
(305 f.). At the same time a great deal of
capital is seeking returns: flowing into productive capacity it
creates unprofitable overcapacity against weak consumer demand,
while on financial and asset markets the situation inverts — the
more capital streams in, the higher prices climb and the safer
speculative gains become. Financial assets grow ever more
attractive relative to investment in real productive capacity
(306).
The consumption gap is compensated through credit
— to households, above all in the lower income segment, and to
states financing their redistributive capacity through borrowing.
The result is a mirror-image accumulation of wealth and debt that
burdens real production with rising profit claims: the economy must
grow overall to service them — which, under the very conditions
described, it finds ever harder to do. If it does not grow, loans
turn bad and price gains prove illusory; once the bubble bursts,
economic crisis follows and people are exposed to material hardship
(306 f.).
TherapieTherapy
Eine Abdämpfung des vermögensakkumulativen
Wachstumszwangs wirft — anders als die Beseitigung des
kapazitätenakkumulativen — keine vergleichbaren Folgeprobleme auf
(307). Als »realistische Utopie« (Rawls):
Rückkehr zu deutlich progressiveren Steuersätzen, durch
internationale Kooperation dem Standortwettbewerb entzogen; eine
internationale Finanztransaktionssteuer; ein sozial wie ökologisch
wirksam eingerahmter Freihandel (307 f.).
Damping the wealth-accumulation growth
imperative — unlike abolishing the capacity-accumulation one —
raises no comparable follow-on problems (307).
As a "realistic utopia" (Rawls): a return to markedly more
progressive tax rates, removed from locational competition through
international cooperation; an international financial transaction
tax; free trade effectively framed in social and ecological terms
(307 f.).
